Other requirements are SWIG and openbabel dev files
Use Debian stable as the base, no need to build openbabel, since it is in the recent state since Bullseye
Openbabel 3.1.1 is avalialbe in Debian since Bullseye

Debian stable (Bookworm) includes the OpenBabel packages along with the OpenBabel Python bindings. Utilizing this as the base system should enable a reduction in both the Docker image size and build times.
