In order to make life easier for upstream users, we decided to honor a single flag which can contain a merged version of Sonar Hotspots and Issues JSON. So, a single JSON can be passed into codemodder that contains a top level
issuesand/orhotspotskeys that follow their same canonical form from their Web API invocations.
