Bumps the package version and adds a release note.

For reference, the release notes for this release have:

  • Fix to keep small errors from skewing curve fits
  • Fix for RB when a 2Q gate has no coupling map (mainly a fix for AerSimulator in 0.13)
  • Remove leading reset from tomography so it can be used on backends without reset

There is also a small change to RB to improve performance which is not in the release notes.
