This is part one of two for treemonster. This takes the surge bus effect version and moves it to an effect but with an initial attempt to have a sharable core so we can overlap the processing with a voice effect also for SC. That hasn't been done here, so it just allows the bus effect. But merge it and update surge so I can walk over to shortcircuit to make the voice effect work. Also clang format the voice effects
