Second draft Tandem driver that will work against the devel environment.

Includes:

• handles bolus edge cases correctly
• handles temp basals that cross over segments
• fixed debug mode

NB: This version of the uploader was built with "debug mode" turned ON since we want help testing. It also defaults to the devel environment.
