Better defaults for new project billing

Resolves an issue where new projects would hit a blank screen when accessing the dashboard if billing hadn't been setup yet.

The reason was because it was trying to force a plan selection, but no plans were available.

Instead, billing is now disabled by default - you'll need to follow the guide on usebasejump.com to enable it for your project once ready.
