A workaround has been provided for the splunk fowarder install on windows MSI version 9.1.3. Issue number SPL-248587 Instructions say to include USE_LOCAL_SYSTEM=1 https://docs.splunk.com/Documentation/Forwarder/9.1.3/Forwarder/KnownIssues
