Technical release (v1.3.0)

It's a complementary release to the main stream of SOLDR project.

First public release (v1.1.0)

SOLDR components agent, server, api, web, modules observability stack were published.
This release contains a lot of fixes to improve SOLDR user experience and quality of the services inside.
