feat(weave): Runs History Tables Scrubber

Description

• Addresses WB-22173
• Introduces new panel to display a paginated table of the history tables for a given table name (this part isn't fully implemented yet)
• The pagination is controlled by a slider and respects the _step value associated to each table version

Note: This is largely ready for initial review, but there's still some polishing needed:

• As mentioned above, table selection isn't ready yet and will be provided in the config component (similar to run tables)
• There's a bit of copied code between this panel and the run tables panel
• That slider will eventually be centered 😅
