Change how the enterprise OID mappings are stored and updated.

The `buildenterpriseoids` script will create a file named
enterprise_oids.json that will be kept in /opt/zenoss/share.

The EntepriseOIDs object has been changed to lazily load the
enterprise_oids.json file.
