This organization hereby wishes to seek ASUC sponsorship. This organization adopts and incorporates by reference Schedule A of ASUC Bylaw 2201, and the same as may be amended from time by time, completely and fully as part of this [constitution, charter, articles, etc]. This organization cannot amend this clause unless and until the ASUC has certified that this organization has ceased to be ASUC-sponsored, all ASUC property has been returned to the ASUC, access to all ASUC resources and facilities has been relinquished, and any debts, liabilities, or other responsibilities to the ASUC have been resolved. This organization will continue to be bound by any provisions specified in Schedule A for actions it took while this clause was in effect, even if this clause is amended.

A quorum should be defined as 2/3 of membership, whether it's general membership or e-team. If the resulting number is not an perfect integer, quorum should rounded to the nearest integer.
With regard to elections, it is unreasonable for there to be a full quorum of eligible voters to hold an election. In the past, we have held quorum at 2/3 of general membership even if it was inconsistent with the constitution. Therefore, this amendment seeks to update the constitution to be in line with what is actually being practiced.
With regards to e-team quorum, the recent bylaw addition for co-presidents introduces the potential for fluctuating e-team membership numbers. In order to prevent the need to constantly change the constitution, a 2/3 quorum of e-team membership makes more sense.
The changes to Section V and IV.2 is also an update that was not caught in Amendment 2: Add Vice President of Design.

Given the extraordinary situation regarding Covid-19 for the semester of Fall 2020, the Executive Committee has decided to allow the temporary adoption of a co-president candidacy for the election of Fall 2020 Executive Committee. The uncertainty and difficulty of running Blueprint outside normal operations in Fall 2020 warrants the need for a co-presidency.
A co-presidency will take up the same duties as a singular president, shared as the Co-Presidents see fit. This change is intended to prevent the overwork of the president in uncertain times. The Executive Committee's recommendation is to reflect on the outcome of a co-presidency at the end of the semester to see if a constitutional amendment introducing a permanent adoption of potential co-presidents should be proposed.

Made this change to include designers and solidify a formal process when transferring between roles. In recent semesters, we did not follow the original intended process when transferring roles simply because the timeline didn't exactly make sense. Developers could become part of External and External members could become developers with no additional process even though they were recruited for their specific role. Therefore, we moved internal transfers to before the end of the current semester with potential transfers going through a smaller "recruitment process" that includes skills they were not recruited for.

Given the design expansion, our teams are composed of more than just developers. Currently, the exec team contains positions to manage different "roles" in Blueprint, but there is no role in leadership that manages the new designer role. If we want designers to continue flourishing, learning, impacting, and being a part of Blueprint, there should be a design-oriented position in leadership.

The Role
Responsibilities
- The Vice President of Design is responsible for fostering design thinking and ensuring design processes within Blueprint's project teams.
- The Vice President of Design is the principle advisor and resource of design for project groups.
- The Vice President of Design shall, with the advice and consent of the Executive Committee, determine the designer application process by the second week of the semester.

- Provide feedback and creating an environment where designers can get feedback from one another
- Continuously look into how the designer experience can be improved, both in the scope of designer satisfaction and team/project quality

- design recruitment, to see how we can best evaluate designers in a way that is fair, unbiased, and reflective of the work to be produced
- design education
- initial on boarding for designers, how do we ensure that they are continuously learning / are equipped and ready to handle their project?
- for the rest of blueprint, how do we teach design thinking and the value of it in problem solving (beyond just making things look nice)
Questions
Why not stay on External?
The work done by UX design director is inherently not external facing, but rather internal (towards success of projects and designer development). It doesn't make sense to continue having this position on a team dedicated to spreading Blueprint's mission to the rest of the campus.
Why not have both design directors merge into one, handling both sides?

Considering external's growth and the work to be done refining and experimenting with this new role in Blueprint, it's infeasible to merge the two growing and now-larger roles back into one
